The Families First Program intends to streamline the process and
bring the Personal Property Program into alignment with on-going
transportation reengineering and business improvement initiatives
to include incorporating best-value procurements. This pamphlet is
to provide you with basic information about the Families First

improve the quality of life for all Servicemembers involved in
military mobilization and relocation.

working to reengineer the way DoD selects, manages and works with
transportation service providers that move household goods and

Full Replacement Value (FRV) Protection is an important new benefit
for the Military Service Members, Department of Defense Civilian
Employees and DoD Families. Most personal property shipments are
eligible for FRV protection starting in fall 2007. FRV protection
is available at no additional cost to DoD members.
