I was born in San Juan, Puerto Rico. Achieved the highest rank insignia of Eagle Scout in the Boy Scouts of America, with Bronze Palm Award.
Served for eight years in the U.S. Army, as Ground Transportation Specialist and NBC-NCO (Nuclear-Biological-Chemical Non-Commissioned Officer), and in the U.S. Air Force for 6 years, at Dental Health Services field.
Completed studies at the University of Puerto Rico, in Math and Sciences secondary education, and holds a Bachelor Degree in Business Administration with a specialty in computerized systems and Cybertechnology.
Performed as Squadron Commander for the 124th Civil Air Patrol Cadet Squadron. I am Distinguished Graduate of the National Emergency Services Academy of the Civil Air Patrol, from Camp Atterbury, Indiana, with active flight status as Mission Scanner, and Ground Team Member.
Became certified by the American Board for Certification in Homeland Security - Level III, and actually is an active member of Global Society of Homeland and National Security Professionals (CHPA-III). Have training and experience, and had participated in several local and federal exercises as Exercise Evaluator and is qualified in Homeland Security Exercise and Evaluation Program (HSEEP). Have advanced certifications by DHS/FEMA, such as Certificate of Professional Achievement, Instructor Training Course, Basic Instructor Certificate and Hazardous Materials Operations Course (C.O.B.R.A.) from Anniston, Alabama.
Recognized as a Basic Military Emergency Management Specialist by the State Guard Association of the United States, and member of the Air Force Emergency Management Association. Completed certification as Instructor for "Incident Response to Terrorist Bombings", "Understanding and Planning for School Bomb Incidents" and "Prevention of and Response to Suicide Bombing Incidents", all recognized by New Mexico Tech University and DHS/FEMA.
Certified as Helicopter Landing Operator by Med-E-Train, Puerto Rico, and from Embry-Riddle University and Antipodean Education Institute.
CPR/AED/First Aid Instructor, endorsed by Emergency Care & Safety Institute, and by National Safety Council. Holds an active membership with FBI’s InfraGard Members Alliance – Puerto Rico Chapter.
Member of International Association of Christian Counselors, and active Chaplain for Centro de Apoyo de Vida Abundante of Puerto Rico.
Actually, works as MIS / IT Manager for Environmental Quality Laboratories, Inc., at Puerto Rico. Executive Director for Puerto Rico Safety Group, an educational initiative focused into training and education in safety and accidents prevention, as well as emergency preparedness.
