Emergency Support Function 6: mass housing.......it's not just for the disaster victims who lost their homes.

An emergency response requires places for the Responders. The place could be a public library's floor or more formal lodging, ranging from a flop house motel to a "nice" place - in routine times.

I'm hearing from multiple sources about the shortage of Responders in Puerto Rico.
