Oxnard, CA – On July 29 at 7:20 pm, Officer Dan Oncea, on patrol, spotted a Joel Tapia, 30, a man he knew to have several outstanding warrants. The man had a history of drugs and resisting. While attempting to take Tapia into custody the man began resisting and fighting the officer. The altercation lasted over 2 ½ minutes. While on the ground, several bystanders began yelling at the officer while at least one began taking video with his cell phone. None attempted to help Officer Oncea.
Eventually Tapia was able to get on top of the officer and grab for his gun. During the struggle Oncea was able to fire a shot that struck Tapia in the left forearm.
After he was shot, Tapia ran to a mobile home with the officer in pursuit. The man barricaded himself but a SWAT team arrived and took Tapia into custody.
