The recent incident in Idaho is a prime example of a truly evil act. It is an example for all of our first responder communities to look to how we can mitigate this in the future. It is incumbent that Law Enforcement come up with actions for integrated response with Fire Rescue and Paramedics . This response will be unorthodox and flexible and requires true expertise to properly address the threat. Assailants will use fire, smoke, or flammable materials (sometimes with other attack vectors) to confound incident response and which requires an integrated multi agency response for incident stabilization. These actions could be a ruse to stack resources to eliminate effective response. This attack is not a regular police, fire, EMS response. Roles and actions may not currently be truly defined in relation to LCAN, response zones, or operational zones. All first responders must consider response movements may coincide with an assailant’s ambush and thus must have countermeasures to extricate themselves without the aid of police firepower. All must understand the concepts of cover/concealment, threat elevation superiority as well as communication of threat location.
